Council Member
Elena Sitdikova is a project manager and technology specialist with over 25 years of experience spanning software development, systems analysis, operational planning, and public transportation technology. Her career reflects a rare combination of engineering discipline and enterprise software delivery, with a consistent focus on building products that improve safety and efficiency at scale.

Since July 2022, Elena Sitdikova has served as Project Manager at Service Center Transtelematica LLC, where she leads two significant initiatives within the company's Special Software Development Department. On the Quality Assurance project, she manages the development of automated testing infrastructure for the company's flagship software products—including the Universal Multiservice Platform (UMP), the Software Complex for Centralized Management of Route Information (PK TSUMI), and the Broadcast Management system (UT). All three products carry state registration certificates from Rospatent and are listed in the register of domestic software, deployed across ground passenger transport networks serving public and private carriers in cities throughout Russia. On the Test Management System project, she directed the creation from scratch of a software product designed to manage both manual and automated testing workflows—a system with no direct equivalent in the Russian market at the time of its development. Across both projects, her responsibilities include establishing code standards, managing development teams, distributing and tracking task completion, coordinating cross-functional meetings, and building the company's internal competency framework for test automation.

Prior to her current role, Elena Sitdikova held the position of Lead Analyst at Transtelematica from August 2018 to June 2022. In this capacity, she contributed to the development of multiple subsystems within the UMP platform, a comprehensive solution for processing technical, statistical, and video data from passenger transport vehicles and presenting that data through a web interface. Her work covered the video surveillance subsystem, passenger traffic calculation, payment control, driving quality monitoring, on-board equipment tracking, vehicle route monitoring, and data reporting. She designed and prototyped user interfaces, wrote problem statements for developers, conducted and documented acceptance tests, and delivered training to customer representatives. The UMP system is now deployed across public and private carrier fleets in Moscow and Moscow Oblast, St. Petersburg, Tver, Bashkortostan, Yaroslavl, Orenburg, Saransk, Sochi, Ulyanovsk, Chelyabinsk, Krasnodar, Novorossiysk, Gelendzhik, Kazan, and Kostroma. During the same period, she contributed to the Broadcast Management and PK TSUMI projects, supporting functional documentation, acceptance test preparation, and user documentation for systems now deployed in more than a dozen Russian cities.
From March 2017 to July 2018, Elena Sitdikova worked as Service Manager at Transtelematica, where she oversaw technical support operations for the Mosgortrans mobile application—an information system providing route, schedule, and real-time transport data commissioned by State Unitary Enterprise Mosgortrans. She managed service level agreement compliance, coordinated between development and customer teams, gathered and analyzed user feedback, and implemented new application features through the full cycle of requirements definition, development oversight, testing, and documentation. The application was available to users on both the App Store and Google Play, achieving thousands of monthly downloads and consistent updates over more than two years. She also provided technical support and conducted training for the Wi-Fi Data Collection Subsystem, an automated video surveillance data retrieval system installed across five bus, trolleybus, and streetcar fleets operated by Mosgortrans.

Before joining Transtelematica, Elena Sitdikova served as Project Administrator at Acceleration LLC from March 2016 to March 2017, embedded in the customer's premises at Mosvodokanal JSC to support the implementation of a business process automation system for the Permanent Construction Department. She managed data integrity, coordinated between business units, provided user training and technical support, documented user workflows, and formulated problem statements for developers. She also held a Business Analyst role at Acceleration LLC from December 2015 to January 2016, contributing to a management reporting automation project for Ryazan Refining Company aligned with Rosneft Oil Company formats—conducting interviews with business users, describing automated business processes, and supporting system implementation and training.

Earlier in her career, Elena Sitdikova spent more than twelve years at Gazprom Neft PJSC in St. Petersburg, progressing from Specialist (June 1998–August 2004) to Lead Specialist (August 2004–January 2010) to Chief Specialist (January 2010–November 2011) within the Logistics, Refining, and Marketing Unit's Operational Planning and Controlling Department. In these roles, she managed the consolidated demand and distribution balances for petroleum products across the company's sales areas, coordinated with manufacturers, pricing, and sales services, and contributed to monthly, quarterly, and annual budget formation using the SAP system. As Lead Specialist, she participated in the implementation of SAP R/3 business process automation software, collecting and formalizing requirements, formulating problem statements for developers, and conducting acceptance testing. She took parental leave from November 2011 to November 2015, during which she also volunteered at a family-based care home supporting workshops and facility activities for children.

Elena Sitdikova has authored several published works on transportation software and quality management. In October 2024, she published "Optimization of Software Development Processes to Improve Passenger Transport Safety" in Current Research International Scientific Journal, and "Video Surveillance in Public Transport—Not a Luxury, but a Necessity" in the IT-World professional publication. Her article "The Role of the Project Manager in Improving the Quality of Software Through Automated Testing" appeared in Universum: Technical Sciences Journal. Her work has also been featured in major Russian media outlets including Argumenty i Fakty, Komsomolskaya Pravda, Business and IT journal, and Express Gazeta, where she has spoken on the topics of public transport safety, software responsibility, and the future of high-tech transportation infrastructure.

In 2024, Elena Sitdikova received two notable recognitions: she was named winner in the Digital Project Manager of the Year category at the Technology and Innovation National Business Awards for her work implementing software to improve public transportation safety, and she was named an honorary winner of the TOP 40 Digital Experts rating by URA.RU, a prestigious designation among leaders of digital transformation in Russia.
