Marat Mullagaliev is a banking executive with over 15 years of experience leading retail business, IT strategy, and large-scale digital transformation programs across major Russian financial institutions. His career spans the full range of banking technology and business leadership, from building branch sales operations from the ground up to directing board-level technology strategy and overseeing complex core banking migrations.
Since June 2024, Marat Mullagaliev has served as Deputy Chairman of the Management Board and Chief Digital Transformation Officer at Asian-Pacific Bank (ATB), where he holds board-level accountability for IT strategy, digitalization, and technology development. In this role, he manages a broad transformation portfolio encompassing the migration to a new core banking system (ABS), data center modernization, a full Windows-to-Linux infrastructure transition, processing center upgrades, and the launch of an analytical CRM platform. He also leads the development of product management practices and Agile ways of working, ensuring close alignment between business and IT teams, while driving architectural transformation in line with Central Bank of Russia requirements and national import substitution mandates.
Prior to joining ATB, Marat Mullagaliev spent nearly four years at PSB (Promsvyazbank) as Vice President and Director of the Retail Products Department, from September 2020 to May 2024. There he developed and executed the bank's retail growth strategy, delivering measurable results across the business: between 2020 and 2023, operating profit grew by 84%, retail loans increased by 96%, retail liabilities rose by 80%, card issuance expanded by 138%, and the active client base grew by 51%. He led the retail transformation program, launching a product factory and embedding Agile practices, while developing remote sales and service channels. He managed a portfolio of strategic programs including the Retail Lending Pipeline, New Card Platform, and Analytical CRM initiatives. He also coordinated engagement with the Central Bank of Russia and government bodies, and directed the integration of products and digital sales channels through four M&A transactions involving Roscosmosbank, MInBank, Mosoblbank, and SMP Bank.
From May 2018 to September 2020, Marat Mullagaliev served as Director of the Client Service and CRM Development Division at AK BARS Bank. He developed the bank's service model around remote channels and digital services, implemented predictive analytics, and built out the analytical CRM function. He led the development of internet and mobile banking capabilities and organized cross-functional Business, IT, and Service teams operating under Agile principles, driving credit product sales growth through CRM-led campaigns.
Earlier, from April 2017 to May 2018, Marat Mullagaliev held the position of Director of the E-Business Center at Svyaz-Bank, where he managed the comprehensive development of electronic business and remote sales channels for both retail and SME clients, and ran credit product sales through CRM campaigns. Before that, from April 2011 to February 2017, he served as Director of the Retail Business Department at Tatfondbank, where he built the bank's retail sales management infrastructure from the ground up. He designed and implemented a motivation system and a service quality management model, launched payroll projects and non-banking product lines, and rolled out a new sales and operational service model while expanding the branch network and forming the management team. His earlier career includes three years as Director of an Operations Office at VTB24 Bank from April 2008 to March 2011, where he managed sales, client service, and achievement of operational targets and quality standards.
Marat Mullagaliev ranked No. 5 in the Top-40 Chief Digital Transformation Officers list published by Kommersant Publishing House. At PSB, he received the Chairman of the Management Board Award for applying best practices and successfully delivering integration projects in 2023, as well as the Best Manager 2021 award for the execution of the retail strategy and product line development. He has also been awarded the medal "For Contribution to Combat Cooperation" by the Ministry of Defense of the Russian Federation. He is a member of IEEE (Institute of Electrical and Electronics Engineers), with a professional focus on AI in banking and large-scale IT transformation, and a member of the American Statistical Association, where his focus encompasses credit scoring and AI model validation. He also serves on the Sustainable Development Council of APKIT (Association of Enterprises in the Computer and Information Technology Industry).
Marat Mullagaliev holds an MBA in Management of Informatization (CIO) from the Russian Presidential Academy of National Economy and Public Administration (RANEPA), and completed additional professional development at Plekhanov Russian University of Economics. He received his undergraduate degree from Kazan National Research Technical University named after A.N. Tupolev, graduating from the Institute of Engineering and Economics with a specialization in Mathematical Modeling of Economic Systems, achieving a GPA of 4.9.
