Mikhail Matveev currently serves as Chief Technology and Data Officer at B9, Inc., a U.S. fintech banking platform offering payroll banking, earned wage access, credit-building, and financial wellness solutions, a role he has held since April 2021. In this position, he combines executive leadership with direct product ownership and technical delivery, having built and scaled a mobile banking platform that now serves over 1.5 million customers and generates eight-figure annual revenue. He architected the enterprise technology, data, and cloud platforms that support hundreds of millions of dollars in annual transaction volume, keeping infrastructure costs flat as the business expanded. Among his most significant technical contributions is a real-time decisioning engine for personalized offers, dynamic pricing, and credit limit assignment, which increased conversion by 20%. He architected and scaled the enterprise data and cloud infrastructure that underpinned those operations, and developed analytics-driven growth and pricing models covering customer segmentation, cross-sell, repeat offers, and retention, improving sales efficiency by 15% across the business. He also owned the product definition and delivery of a collections optimization model that generated over $600,000 in annual cost savings, and built a 15-person data organization spanning data engineering, analytics, and business intelligence across all six markets.

From February 2016 to March 2018, Mikhail Matveev held the role of Regional Head of Risk Analytics at Infinto, part of Digital Finance International, a member of Finstar Financial Group International operating a digital lending platform across five Southeast Asian markets with over $297 million in annual revenue. He led a regional team of more than 10 professionals in risk analytics, reporting, and portfolio management, establishing standardized reporting, KPI governance, and portfolio performance frameworks across five countries. He designed and implemented credit strategies covering portfolio segmentation, probability of default, loss given default, underwriting, and collections, and developed alternative-data underwriting capabilities including personalized offer models and bank statement analysis technology.
Earlier in his career, Mikhail Matveev spent six years from March 2010 to February 2016 in lead analytics roles at several major retail and commercial banks, including Promsvyazbank, Alfa-Bank, Agricultural Bank, and Rost Bank. During this period he contributed to the implementation of data warehouses, analytical data marts, reporting platforms, and database solutions, and delivered work across credit portfolio management, collections optimization, and business intelligence.
