Vladyslav Panin is a serial entrepreneur and Chief Executive Officer with over 15 years of experience building technology companies across healthcare AI, software development, and e-commerce, currently based in the San Francisco Bay Area. His work centers on automating medical revenue cycle management through artificial intelligence, with a particular focus on replacing offshore medical coding labor with secure, HIPAA-compliant systems built entirely on U.S.-based infrastructure.

Since founding IFORELS INC — the company behind iFrame.AI — in February 2022 and formally resuming full operational leadership in March 2025, Vladyslav Panin has grown the platform to serve over 200,000 users across U.S.-based medical practices. Under his leadership, the company secured a strategic partnership with AWS and received $3.2 million in AWS R&D credits to scale its AI infrastructure. The platform delivers accurate ICD, CPT, and HCPCS codes along with ROI-optimized modifiers and prior authorization guidance, connecting directly with electronic health record systems through a HIPAA-compliant interface. He also developed Med.Report, a companion product designed to maximize insurance payouts and improve operational efficiency for healthcare providers. Alongside iFrame.AI, he raised $320,000 in venture capital and angel investment to fuel the company's early product development and market entry.

Simultaneously, Vladyslav Panin serves as General Partner at Pulsar Fund, a Palo Alto-based investor community he joined in May 2025, uniting investors, healthcare providers, revenue cycle managers, medical coders, AI companies, and tech startups around the shared goal of returning patient data processing from an estimated 200,000 overseas workers back to U.S. soil by 2030.

Earlier in his career, Vladyslav Panin founded and directed ORKIN LLC in Uzhhorod, Ukraine, from 2016 through early 2022, building it into a recognized software development and big-data firm that delivered complex IT platforms for United Nations Development Programme-backed initiatives. From June 2016 to December 2017, he led the UNDP eHealth Hospital Information System project, which digitized over 35 million patient records, integrated more than 14,500 pharmacies, and connected over 6,500 healthcare facilities with 33 regional electronic health record systems across Eastern Europe. Between January 2014 and January 2016, he also served as Head of Technology for UNDP, building Smart City software and securing a healthcare OLTP database serving 40 million people in the region. His municipal work extended to digitalization initiatives in Uzhhorod and technology infrastructure contracts with multiple Ukrainian municipalities.
Before moving into enterprise software, Vladyslav Panin founded Star Music in 2008, growing it into one of the top-five musical instrument e-commerce platforms in Ukraine at starmusic.com.ua. He launched in-house guitar manufacturing under the Panin Custom Shop brand — producing the Shark Series, a limited-run electric guitar with an analog electromagnetic induction sustainer, making it the first fully automated guitar manufacturer in Ukraine and Eastern Europe. He expanded the retail footprint to locations in Uzhhorod, Zhashkiv, and Lutsk while building distribution partnerships across the European Union. His earliest entrepreneurial venture, a sole proprietorship founded in 2008, established the commercial and technical foundation for Star Music and marked the beginning of his self-taught work in coding and web development.

Vladyslav Panin has contributed expert perspectives on healthcare and technology policy through Forbes Business Council, of which he was a member from May 2024 through May 2025 and has continued as a contributor. He published two notable pieces in Forbes: "Healthcare And Intellectual Property: Why U.S. Administrative Codes Are Due For An Update" in March 2025 and "The Intersection Of High-Performance AI, Healthcare And Open Standards" in February 2025. He serves as a Business Mentor at Alchemist Accelerator since June 2024, guiding early-stage B2B startups on product-market fit and fundraising, and joined the evaluation panel at Startup School by AltaIR Capital in October 2025 as a Judge and Evaluator, scoring startup pitches on viability and innovation potential.

Vladyslav Panin holds a Ph.D. (Candidate) in Law from Uzhhorod National University, where his doctoral thesis focused on commercial law with a specialization in digital and electronic signature regulations, pursued from November 2015 to June 2019. He also earned a Specialist of Laws degree — equivalent to a Master of Laws — from Uzhhorod National University and a Bachelor of Laws from Kyiv National Linguistic University. He completed coursework at the Stanford University Graduate School of Business in business strategy, and is pursuing studies in artificial intelligence at Lviv Polytechnic National University.
